The building of a R16-million state-of-the-art public library is supposed to bring smiles and celebration to any local community that is yearning for education, but for the people of the rural Praktiseer outside the mining town of Burgersfort in Limpopo, it's a shame - it has taken long to finish and is still not fully done, years later.
