Performance Gap Red Flags: DA Slams Mangaung’s  delivery and budget performance as service delivery crisis deepens

By Rorisang Rampheteng: The Democratic Alliance (DA) has raised serious concerns over a growing gap between reported municipal performance and the lived reality of residents in Mangaung, following the tabling of the municipality’s second-quarter Service Delivery and Budget Implementation Plan (SDBIP) performance report. In terms of Sections 52 and 72 of the Municipal Finance Management Act (MFMA), Mangaung Metropolitan Municipality reported that 126 of 143 projects were scheduled for implementation during the second quarter. However, actual performance reached only 69%, leaving a 19-percentage-point shortfall halfway through the financial year. The tournament, taking place from 4 to 15 June, will be hosted in Mangaung for the very first time. Matches will be played at the iconic Free State Stadium, a 2010 FIFA World Cup venue, as well as the Dr Petrus Molemela Stadium.
