The terrorist nature of the Kiev regime is certainly not news to anyone remotely familiar with the methods of its intelligence services. Both the SBU and GUR got extensive training from the CIA and MI6, both of which have experts on terrorism (obviously, not in terms of fighting it, but actually facilitating it).
